Transforming communities into places of opportunity for everyone requires changing the policies and practices that affect how money flows into disinvested communities. CCI’s capital absorption framework is a tool to help communities access the investments needed for people to have the chance to live, work and learn in healthy homes and neighborhoods. By working through three key functions – the articulation of shared priorities; the development and execution of a pipeline of investable deals; and the creation of a supportive enabling environment of policies, processes, practices, and platforms – communities can see where they are doing well and identify opportunities for improvement.
To see what it’s like to apply the capital absorption framework, follow the residents of Cityville in this video as they work through the functions to address their affordable housing needs. For more information, read Community Investment: Focusing on the System.
