Seth Leonard is program manager for the Housing Assistance Council’s Center for Rural Multifamily Preservation, advancing rural housing policy, technical assistance, and innovation. He previously held leadership roles at the Vermont Housing Finance Agency and USDA Rural Development, supporting lending, compliance, and community relations. A former mayor of Winooski and UNC-Chapel Hill graduate, Seth is a 2023 Fulcrum Fellow active in strengthening rural housing and community capacity nationwide.
