As the Intergovernmental Relations Officer for the City of Eugene, OR Ethan leads the development and implementation of Eugene’s state and federal legislative priorities. This includes serving as a senior advisor to the Eugene Mayor, City Council, and city leadership for policy, funding, and intergovernmental strategies. Over the course of the past 16 years with the City, Ethan has also served as the City’s Sustainability Manager (leading the development of Eugene’s updated Climate Action Plan and as lead negotiator for the natural gas franchise renewal) and as the Waste Prevention and Green Building Manager ( leading on food waste composting, green building incentives, business conservation assistance, and a plastic bag ban). Ethan served as the Sustainability Chair for the 2012 and 2016 US Olympic Trials Track and Field and the 2014 IAAF World Junior Championships. He has experience as an instructor at the University of Oregon on land development and served as the Chairman of the Board for the Council for Responsible Sport—an international sport event certification non-profit.
Before joining the City of Eugene, Ethan worked as Planning Director for a regional assisted living developer and spent eight years as the Director for the largest private youth conservation corps in the west. Ethan received two degrees from the University of Oregon—a BA in Political Science with honors and a Master of Regional Planning, completing research in community bio-energy systems at the University of Oslo, Norway.
